Job Description:
The Senior Principal Material Program Manager is responsible for the overall ownership of the supplier management process (i.e., Supplier Risk/Opportunity Management Plan, supplier performance, Small Business plan development and execution, metrics, international issues, develop/evaluate the make buy/make where (MB/MW) strategy, the Collaborative Agreement process, etc.), and communication of customer flow through requirements such as FAR/DFARS, ITAR, offset, public law, quality, warranty, etc. They are also responsible to the customer and program management to meet all material contract objectives (technical, cost, schedule). The Senior Principal Material Program Manager must have extensive knowledge in procurement, contracts, production control, logistics and program material strategy, financial execution of material requirements, and be able to demonstrate strong leadership capabilities.

Key Responsibilities:

  • Develop and lead supply chain proposal activities including task descriptions and basis of estimates that match the price to win (PTW) strategies
  • Supplier Claims/Request for Economical Adjustments (REA's) and mediation management
  • Conduct pre award Supplier Assessment (RESA)
  • Reporting, tracking, and managing of an integrated product team and/or program responsible for the delivery of procured material from suppliers, through external testing, and shipment to contractual destination
  • Resolve material shipment and/or data issues with the program office and customer
  • Work collaboratively with other functions to ensure cost estimates and estimates at completion (EAC) are accurate, processes are followed, and staffing is appropriate for execution
  • Provide EAC content for Critical Program Review, including pre-proposal lead time validation and preliminary pricing for direct/indirect material
  • Conduct material contract closure activity alongside Contracts and Program Office
  • Provide comprehensive Supply Chain support for Gates 2-11 activities and ensures Integrated Product Development Program (IPDP) compliance for the programs and tailoring when applicable - key activities typically include: financial management (i.e., EV, budgets, targets, working capital, material sales forecasts, etc.)
  • Act as the Control Account Manager (CAM) or support the assigned CAM
  • Prepare and develop material pricing, supplier flow down, and preliminary program strategy for the proposal and communication
  • Coordinate supply chain budget inputs and support front end of the business (FEOTB) budget plan for pre-proposal
  • Supplier base development to meet technology needs/forecast
  • Collaboration across RIS, other Business Unit's, and Enterprise organizations to maximize strategic sourcing efforts to reduce material costs and increase probability win percent (Pwin%)
  • Further define lead times, critical path, BOM development and bill of material (BOM) analysis
  • Coordinate and manage supply chain budget inputs and develop FEOTB budget plan for proposal
  • Labor estimates for Supply Chain
  • Work with contracts and Supply Chain Advisor to create Material Contract Brief (MCB)
  • Achieving price to win with major suppliers
  • Establish Risk and Opportunities and Mitigation plans

Required Skills:

  • Minimum of 8 years of experience in Supply Chain, Project Management, or related work experience
  • Experience with Microsoft Office products (Word, Excel, Power Point)
  • Experience interfacing with external customers and all levels of internal management
  • Experience with supply chain and related systems, procurement, production control/material planning, receiving, cost estimating, logistics, and/or finance
  • Leading in an Integrated Product Team (IPT) environment
  • Experience with Supplier management and/or Subcontract management
  • Experience translating customer terms and conditions into supplier requirements and reviewing statements of work for completeness and conformance to program requirements
  • Developing & executing Risk/Opportunity plans to meet program objectives
  • Experience developing & executing the make/buy/where process
  • Must be able to obtain Secret clearance within one year of start date
  • U.S. Citizenship status is required as this position will need the ability to access US only data systems.

Desired Skills:

  • Experience with SAP/PRISM and the Supply Chain suite of tools
  • Technical knowledge of space related hardware applications as well as knowledge of operational and manufacturing processes (assembly, integration, and test)
  • Experience in Earned Value Management or related financial management experience
  • Experience in international sourcing, subcontract management or related international business experience
  • Experience working development or transition to production programs
  • Demonstrated project management skills and be a proven problem solver
  • Experience with developing and analyzing performance metrics as well as experience proactively addressing associated program and functional issues
  • Front Line Leadership and management of direct reports
  • Knowledge of US Government acquisition laws and regulations
  • Experience with international direct commercial or foreign military sales
  • Fluency in Raytheon systems, process, and procedure
  • Raytheon Six Sigma Specialist/Six Sigma Green Belt qualified
  • Certified Material Program Manager, Program management certification or equivalent

  • Bachelor’s Degree

Desired Education:

  • Bachelor’s Degree in Business Management, Engineering Management, Industrial Management, Supply Chain Management, Engineering-General or Industrial, Operations or other related field
  • Master's Degree (MA, MS, MBA) or equivalent
