    Project Biorisk Management/Lead SME _ Ethiopia 

    Addis Ababa, Ethiopia

    Employment: Full time

    Regional and global travel less than 20%

    In support of the US Government’s Department of Defense (DOD) Threat Reduction Agency’s (DTRA) Cooperative Threat Reduction (CTR) Biological Threat Reduction Program (BTRP). PAE is currently seeking a qualified candidate to serve as the BTRP Ethiopia project Epidemiology & Biosurveillance Expert. The Biosurveillance Expert will lead the development and implementation of projects, and country/regional-level activities to support sustainment of capacity/capability for enhanced disease surveillance, reporting, and response in Ethiopia. The duties and responsibilities listed herein are representative of the nature and level of work assigned and are not necessarily all-inclusive. The Biosurveillance Expert reports directly to the Project Manager (PM) and works with other team members to facilitate integration, resources, and cost-effective solutions for BTRP efforts.

    Duties

    • Support the development and implementation of research initiatives as directed by the BTRP in Ethiopia (BTRP-Ethiopia)
    • Conduct laboratory mentorship in support of integration of human and animal disease surveillance, reporting, and response systems, and assist with implementation and sustainment of training in support of BTRP-Ethiopia
    • Contribute to the development of reports, assessments, analyses, and plans (e.g., training, sustainment) pertaining to country-level/regional efforts of relevance to biosurveillance or other BTRP-Ethiopia objectives
    • Contribute to the design, implementation, and sustainment of activities required to enhance/maintain Ethiopia's disease surveillance, reporting, and response systems in accordance with international standards and in support of BTRP objectives
    • Assist the BTRP Ethiopia PM
    • Interact with colleagues to ensure effective integration of disease surveillance, reporting, and response objectives within other components of BTRP-Ethiopia
    • Assist with the implementation of approved training in molecular diagnostics, biosurveillance, or other areas of biomedical expertise related to epidemiology as directed by BTRP-Ethiopia
    • Assist with conducting site and procedural risk assessments
    • Assist with the implementation of additional research and disease surveillance, reporting, and response system efforts in support of BTRP-Ethiopia
    • Provide advice regarding matters related to the current need and technical capacity of Ethiopian participants; the continued support and integration of BTRP provided technology and supported disease surveillance, reporting, and response systems; as well as official policy in support, or against, the application of proposed methodologies or systems in Ethiopia.
    • Assist with development of science research project proposals and, if awarded, implementation of project activities and associated deliverables (e.g., reports)
    • Attend meetings between PAE NSS, US Government, sub-contractor, recipient representatives, and others as may be required
    • Engage in other tasks in support of the Science Department, PAE NSS, and DTRA regarding BTRP-Ethiopia as may be required
    • Other duties as assigned

    • Ability to manage workloads effectively and prioritize tasks based on considerations of safety and mission importance
    • Ability to develop solutions to problems of unusual complexity which require a high degree of ingenuity, creativity, and innovativeness
    • Background performing research with infectious diseases and working in Biosafety Level (BSL)-2/3 laboratories preferred
    • Demonstrated experience providing written project documentation and reports.
    • Proficient computer skills, including Microsoft Office Suite (Outlook, Word, Excel, and PowerPoint)

    Required Qualifications

    • Terminal degree (e.g., PhD, Master’s) or equivalent in biological sciences (e.g., microbiology, immunology, epidemiology), veterinary medicine, human medicine, public health, or other science-related discipline, with focus on epidemiology principles
    • Demonstrated experience managing international programs and projects
    • Demonstrated experience in advising on academic issues as member of a leadership team
    • Demonstrated experience in Planing, coordinating and implementing prgramatic and project activities at both senior leadership-level, and faculty, scientist and administrative staff-level
    • Demonstrated experience successfully developing competency-based training programs, including development of training strategy, objectives, assessment of partner needs and resources
    • Experience in leading epidemiology and clinical training
    • Language: English: Business (Excellent written and verbal communication skills)

    Preferred Qualifications

    • Experiences in implementing and managing epidemiology, human clinical and veterinary clinical disease training programs in support of national disease surveillance netoworks
    • Experience in successfully developing standard operating procedures for BSL3 facilities, regulations governing healthcare, biological safety, occupational health and safety
    • Experience working with interpreters/translators
    • Experience working in a culturally diverse workforce
    • Experience in International Science Mentorship and Training
