The Intelligence Group at Leidos currently has an opening for a National Intelligence Priorities Framework (NIPF) Program Developer/Technical Trainer to work with the staff at the Office of Director of National Intelligence (ODNI), Bethesda, MD and McLean, VA. This is an exciting new position to assist the Office of Director of National Intelligence to better enable Intelligence Community mission managers with understanding the NIPF creation process and impact to national collection and analysis efforts.

The ODNI develops and conducts IC enterprise-level assessment, improvement, and oversight activities to further the ODNI mission.  This mission includes enterprise management of training across the IC and DoD to educate users on how the National Intelligence Priorities Framework (NIPF) influences the collection and analytic communities and how to leverage NIPF processes and products. The NIPF is the primary mechanism to establish, disestablish, manage, and communicate national intelligence priorities. The NIPF reflects customers' priorities for national intelligence support and ensures that enduring and emerging national intelligence issues are addressed (ICD 204).  The NIPF Training Program mission requirement is for development and delivery of NIPF seminars and courses, including development of web-based training (WBT).

This position falls under the Leidos Cases II Task Order 2 contract. This contract provides the Intelligence Community and other federal and Allied intelligence partners with classroom and online courses such as Analysis 101, Analysis 201, Structured Analytic Tradecraft, National Intelligence Priorities Framework, and Ombudsman training.

Primary Responsibilities

The contractor shall deliver: a) A monthly four-hour NIPF familiarization seminar, in person or virtually, from a contractor-provided SCIF in the WMA. Instructor-led delivery of the seminars includes full training course logistics, course registration, program feedback, training venue reservation, course handouts, provision of logistics information to students before class, sending follow up materials to students, and a monthly report of the student feedback from each seminar held, b) update current NIPF web-based training and create new modules as necessary. Frequency of courses in the WMA is monthly. Additionally, up to six optional seminars outside of the WMA with up to two OCONUS venues. Deliverables shall be provided in a government-approved format. For any technical support to the development of the web-based training, the government requires documentation regarding the contractor’s system architecture and approach to developing the web-based training. The contractor would be required to work full time from the IC Campus in Bethesda (ICC-B), Maryland and ODNI offices at Liberty Crossing, McLean, VA.

Basic Qualifications

Masters degree with 10 - 13 years of prior relevant experience.  10-12 years of experience in the Intelligence Community as an analyst. Must be able to obtain and maintain a TS/SCI Clearance with CI poly. Experience with instructional design and assessment.

Preferred Qualifications

The contractor should possess expertise in the NIPF process including participation in a NIPF update; ability to clearly articulate how priorities are derived, how they are used in both IC collection and analysis centers, and how assessments of IC responsiveness are accomplished; experience successfully teaching and engaging students; familiarity with DoD intelligence priorities processes; familiarity with IC and DoD collection requirements processes; and familiarity with developing and delivering in-person and remote instructor-led training.
